About - Second Creek Farm Metropolitan District No. 1 

Second Creek Farm Metropolitan District No. 1 (“District”), is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, erosion control, safety protection, and television relay and translation improvements of the District, and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Amended and Restated Service Plan for the District approved by the City Council of the City of Commerce City, Colorado on September 19, 2005 as it may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District.  The District is located in the City of Commerce City, Colorado.  The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City of Commerce City does not provide.

The District, along with Second Creek Farm Metropolitan District No. 2, Second Creek Farm Metropolitan District No. 3, and Second Creek Farm Metropolitan District No. 4, may incur a combined maximum debt of $70,000,000.  Ad valorem property taxes and any other legally available moneys may be used to repay such debt.

The District may assess, as adjusted for statutory or legislative changes on or after September 19, 2005, a maximum mill levy of fifty (50) mills to repay such debt.

The District must file an Annual Report to the City Clerk of the City of Commerce, the Adams County Clerk and Recorder, the Division of Local Government, and the State Auditor.

The District’s boundaries overlap with the boundaries of Rangeview Library District, City of Commerce City, South Adams County Fire Protection District, Adams County, Regional Transportation District, Brighton 27J School District, South Adams Water and Sanitation District, Urban Drainage and Flood Control District, Urban Drainage and Flood Control District South Platte, and The Commerce City North Infrastructure General Improvement District.
